You are correct, ND did change the format this year and chose not to seed the state tournament.  I would say it was a big mistake!  Check out the thread on the ND board.. I don’t think anyone thought it worked out well.

I've spoken with several people that weren't happy about the way that ND A was done this year and wanted to go back to the previous system. This year was West #1 vs East #8 and so on instead of seeding top 8 or 10. The trouble is you could have 6 of the top 8 from one region and one could end up knocking out the other in the blood round instead of getting a chance to place
