These rankings are based off of what weight class the wrestler's most currently wrestled at.  Most if not all of the Philip wrestler's mentioned wrestled up a weight class at State Duals this past weekend.  If they go back down for Region's they will be ranked at the weight class they wrestled there.

That's the most bogus answer and is not applied consistently each week.  The Dual State Tournament is to determine the best team and team wrestle their individuals based on strategy to win the dual meet.  State Weight Rankings should be based on individual preferred weight class for the State Tournament, otherwise your so-called rankings mean nothing.
