You are correct. Who you beat during the season matters.

That's even more confusing as it appears that seeding doesn't follow regional placement or winning percentage, it does follow the SDHSAA seeding. So how does SDHSAA seed ..as a governing entity there has to be a policy or white paper on their decision making process.
