What do the state placing by region look like over the last 10-12 years? That would tell a story also, a little more concrete than current rankings

Moves 10 "top 8s" out of Region 3 and it still will have close to 10 more top 8s. Other moves would probably involve shuffling a bunch of teams in the middle.

This way the best regions which may have 5 or 6 of the top 16 wrestlers in the state could get the overall best kids to state. Isn't the goal to get the best 16 wrestlers to state.
