So just depends on the year they were born.  So my "guess" would be if they were born in 2007, they are still currently 16; like you mentioned. Therefore, even if they are turning 17 later this year, they are still eligible. Hope that helps.  Definitely get them signed up, and continue to spread the word.  The survey of interest will close April 1st.
